The transformation environment

Release assurance across Civil, Family and Tribunals services included security, accessibility and performance evidence. These controls were essential, but their late position in the workflow created an assurance gate of approximately eight weeks and delayed feedback until teams had already invested heavily in release candidates.

Security, accessibility and performance assurance occurred too late to guide engineering decisions economically.

The eight-week assurance constraint was produced by the combined release-assurance pathway, not by security assurance alone.

Manual scans and hand-offs consumed scarce specialist capacity and made release confidence dependent on late-stage activity.

Any redesign had to preserve assurance quality, evidence and human oversight while improving delivery flow.

    Kept specialist engineers focused on complex user behaviours, scan analysis, profile refinement, infrastructure tuning, exceptions and confirmation that release KPIs had been met.
