The Transformation Laws

Transformation Law 38: Local Optimisation

A local improvement does not constitute transformation progress where it merely transfers the constraint elsewhere.

A high-throughput delivery channel transferring work into a constrained downstream gateway, illustrating local optimisation without improved end-to-end flow.

One team increases its delivery velocity.

Engineering completes more features. Testing receives more release candidates. Assurance receives more evidence. Operations receives more change. The business receives more demands for decisions, training and adoption.

The team's metrics improve. The transformation does not.

Local activity, system constraint

Work accumulates at the next constraint. Dependencies become harder to coordinate. Defects are discovered later. Operational teams are asked to absorb change faster than they can safely support it.

Activity has accelerated locally without improving flow across the system.

This happens when teams are encouraged to optimise what they control without being accountable for what their output creates elsewhere.

A transformation is not a collection of independent production lines. It is a connected delivery system.

Govern the whole delivery pathway

The value of one team's output depends on the capacity of other teams, suppliers, governance bodies and operational functions to receive, validate and use it.

The answer is not to slow the team down. It is to address the constraint, rebalance capacity or change the flow before additional output becomes additional inventory.

Leadership must therefore measure flow across the transformation boundary, not merely throughput within an individual team.

The leadership test

Before treating local performance as transformation progress, establish:

  • Did value reach the user sooner?
  • Could the wider system absorb the additional output?
  • Did the constraint disappear, or did it simply move?

The judgement

Local optimisation creates transformation value only when it improves the performance of the system, rather than one component within it.

Before celebrating an improvement in one workstream, establish what changed across the complete delivery pathway.

Otherwise, the programme may be rewarding the team that moved the queue.

How Tawose Group helps

We help leadership teams identify where delivery flow is constrained, align capacity across the system and turn local activity into measurable transformation progress.

If your teams are progressing but the transformation is not, talk to us about the challenge.
